Apportionment has changed over time. The house grew with the number of voters until today's 435 or so, but the number of representative is not defined in the Constitution. If we followed original ratios we would have about 10,000 house members which actually sounds good to me - nothing would get done.
Initially, per , representation was set at 1 / 30,000.
The actual Enumeration shall be made within three years after the first meeting of the Congress of the United States, and within every subsequent term of ten years, in such manner as they shall by law direct. The number of Representatives shall not exceed one for every thirty thousand, but each state shall have at least one Representative...
Your estimate of 10,000 Representatives is pretty damn close. Using the current estimate of 342 million legal citizens of the US, there'd be 11,400 House members.
And yes - nothing would get done. Perfect!
