Hell with the cost of steel might as well hire Musk to dig a tunnel or 2 then you'll never have a ship/bridge issue again, might even save money if you keep the bureaucrats out of the way he likely would do it in a year under budget also.

The Baltimore Harbor Tunnel has been in existence longer than I've been alive. The issue with tunnels is that you can't run hazardous cargo through them, so bridges are required.The Key Bridge handled most of that hazmat traffic.

The real cost of the new bridge will be much higher than projected due to the graft and corruption involved in such a massive project. They're estimating five years to replace it. I'd say at least seven.
