I never thought of bringing it to a tuner shop. I'm not even sure where to find one near me...
Just look up any "high performance" or similar shop, places that do "performance tuning" in your local area. Depending on where you are you might have to travel a bit for one but call them first to see if they can/will do it. Maybe someone from can give some better suggestions.
I have done some ODB tinkering in the past but don't really do that stuff anymore.

No problem. Who knows, maybe some factory service centers might be willing to do it too. It will still depend on where you are and if it is a franchise or if it is company owned. As far as I know in most (maybe all) states this is not illegal.
It was mostly done to "pass emissions" and "mpg" ratings. While sacrificing your engine in the process.
