Most (USA) vehicles have a way to disable it and most mechanics suggest you do it immediately if you buy one that does this as it fuck's the lifetime of your engine.
I have to push the button that disables it whenever I start my car. There are aftermarket chips that will disable it but I'm not sure I trust them.
If you are willing to risk it, there are often workarounds that you can do with your ODB port to modify settings in the car-puter. Most people are not up for that though. A tuning shop would probably do it for pretty cheap though. They usually are tuning for performance but if you ask them they would probably be willing to do it (as long as its not illegal, probably is in commiefornia).
I never thought of bringing it to a tuner shop. I'm not even sure where to find one near me...
