I think this is all planned. This gives stores an excuse to close and relocate into the "15 minute city" paradigm. It's easier to create these fake events than tell a community the store is closing to redesign for "15 minute city" living.
Gonna lock the scum in so the ultra rich can have the rest of the open spaces. Giant warehouses, mansion/compounds and park lands.

The 15 Minute City plan is nefarious at best. Downright evil at worst. The only people penned in the cities will be the sheep who agreed to it. The 'elites' behind the idea will still be jetting around the planet whenever they wish.
