I used to live in LA from 1998-2012
The bums were really only on one street, skid row. Now they are everywhere. Venice Beach used to be so nice, now it is a cluster fuck of bums and spics. Had a friend visit from Mexico.. She's from just south of Juarez.. And was scared to walk around Venice... From JUAREZ....
I used to travel there fro 1996 through 2006 or so. I remember it pretty much the way you describe it. The fact that anyone from THE BEAST could be afraid to walk around a tow is insane.
