Of course - because Biden doesn't lead the White House, it's not his administration, and he is never consulted about whatever it is those in the White House are doing. Biden just walks slowly, talks haltingly while reading a teleprompter, sits, smiles and signs shit. At least, that is all his staff wants him to do. The problems always starts when Biden opens his mouth without coaching or reading from a teleprompter.
