For getting rid of undesirables, it would be a good map. The weather on Earth would be a big problem. With nothing but open water across the entire tropical region, wind would keep blowing uninterrupted. The smallest tropical storms would probably all be bigger than the largest hurricane/typhoon that any human has ever observed. Waves would be monstrous. God only knows what that would do to water cycle.
