Sales, distribution, and possession in quantity should be in the same legal category as snake oil or pyramid schemes. It is always harming to the purchaser and the seller knows it. Similar to those products, the user is the first victim and not an accessory criminal, so possession shouldn't be illegal, just sales. Knowing what we know now about the CIA's extracurricular revenue generating schemes to raise alternate project funding, I don't believe there ever was a war on drugs except on paper. The CIA version of a bake sale is heroin and cocaine.
