He's confirming that the 1A covers all dialog. The founders didn't put in some special little exception for things that make SJWs butt hurt, hence: "not recognize[d] ... as a category".
No, he clearly stated that there are categories in the 1A and hate speech isn't one.
He intentionally said it that way, so he can claim the goyim didn’t understand him if they reject his false statement.
He could have simply said "There are no categories in the 1A". But he instead made his comment very ambiguous.
