He keeps is 'agents' well hidden. They don't get any face time so they can go setup the next con.

I doubt CIA, but I'd put money that he has some 'large' backers. Guys like Peter Thiel or similar who are bankrolling the operation. (3-6 ops full time constantly living out of hotel rooms in different cities ... that's an expensive operation.)
