This is because Walmart fosters an operations model where they give the store a threadbare labor budget for all the part time and full time employees and has 4 people on the entire sales floor doing the work of literally 20 associates. Then they have management "guilt trip" the associates if they "don't make metrics that means our budget will shrink and we'll lose even more full time associate positions and have to cut back on everyone's hours".
It's literally designed to almost fail, from an operations-efficiency standpoint. But it produces $$$ because they use self-checkouts. shrugs
