I think what's missing is: 'March them to the courtyard; mount them atop an a-frame; dawn the hood and rope; commnece to tipping the a-frame., Purposefully and willingly subverting the peoples trust; perverting fiduciary responsibility; and escaping culpability are swingable offenses. That'll exact very quick turnaround.
