I am not sure if it was an African tribe, but those people didn't distinguish between real and not real, between what happened in a dream or in the past, to them it was just as real as the conversation they are having with you right now.
But I guess thats more of a spiritual / view on life thing than a language thing.

I believe you're thinking of Australian Aborigines. They refer to their oral history as the Dreamtime and make no distinction between historical events in it and myth.

But i also rememeber that it could have been some russian-Eurasian tribe, I forgot the title of the book where this stuff was mentioned (only read a blog of a book club talkig about it)
