You just need to reward them more for good behaviour than the dysgenic hordes or the state rewards them for bad behaviour.

I don't mean monetary reward btw. In a natural setting, where women are rooted within a local community, tribe & culture, they are much less mercenary. In practice, do most men shower positive attention on women for behaving good, or do they reward their bad behaviour? Not only that, but the quality of the men who are giving them attention is a massive factor too, are they men or are they boys? Will they keep them safe or will they abandon them & their children? Are they the kinds of men that can overcome any odds or are they cowards?

Part of that culture involves burg maidens, old ladies, and other married women all watching them and keeping them in line when they start to stray down the path of whoredom.
