President Trump on Tuesday offered Canada a serious discount on the US Golden Dome Defense System.

IIRC, post Civil War America brought in equal numbers of blue and red states in order to not allow increasing one party's advantage in the Senate. If this is to be how it might be done, Canadian provinces will need to pick a party and get in line.
