It's crazy. You can't pull on the fuel island without at least 1 sitting beside the trashcan.
I keep 2 in the side-box for the rare situation that I'm out of network or forget to fill it and need def but I keep the jugs and just refill them at the pump the next time I get def.

I see them all the time sitting in the middle of the intersection where you pull out of the gas station, or on the shoulder of the next on-ramp
