Depends on the company, but typically no. You just need "heavy haul" experience. There are a few states that are requiring certifications for steermen/escorts for certain freight but Idk the details.
I wonder how the turning wheels on the trailer are controlled.
Usually remote control or someone at the rear tandems steering but I've never seen anything this size with that many axels so your guess is as good as mine.
My first guess was that they're still controlled by the main steering wheel, just each one turns a little less as you go further from the truck. That's a wild ass guess though. EDIT: But now I do see a guy sitting at the back of the truck that looks like he might be steering them.

All the wheels are independently driven and steerable. It can go straight sideways if you wanted to. There is a second driver that can control the trailer wheels.
I'm just as curious. Unfortunately I only have the two pictures.
