In the state I live in, all loads must be tarped or strapped. This is in compliance. I see this all the time on trailers with grass clippings or similar in smaller trailers.
The interesting thing is due to the cavitation wind forces around the trailer, I highly doubt he lost any of the load.
Obviously, in an accident this would go everywhere ... but a small tarp isn't going to do jack in an accident. So, yeah....
