One wild idea I have had before, is to pay out lump-sum benefits equivalent to to the average per-capital welfare/food stamps value over a lifetime, IF they agree to renounce their US citizenship and move away. Pay in today's money (in the currency of the nation they move to), so each leech removed begins to heal the nation financially and socially.
That eliminates the "I ain't got money to move to Afreeca" argument - they'll be richer than kings, but only when they've arrived in the Dark Continent.

Excellent plan. Unfortunately even with an incentive like that most of the swoogies would still stay in the U.S. ,keep mooching and bitch about how bad it is there.
