Actually it doesn't. The website you linked is talking about hormones the body generates, not testosterone that is injected. The same underlying factors that cause hormonal changes in the body also affect the voice. The testosterone itself doesn't make the change. Besides, it's glaringly obvious that the voice changes some troons make is completely artificial and contrived.
