They couldn't by law, that's the problem So, the alternative was extreme suffering They sure could have arranged that with other inmates though, like oops he espteined or some shit But then they would have been tied to it... You can bet blackmail would have started right away and here we go again "we" need another hit.. That or responsible for his death anyway because that's their job to take care of them ( and I don't mean "take care" of them)
