You don't know what their goals are. How would you know if they've failed. Perhaps it was to: -Kill small businesses and centralize the economy -Provide a pretext for enacting a police state -Provide a pretext for election theft -Herd people into the actual weapon, which could be one or all of the following: - Slow kill weapon - kill switch, to easily and deniably kill dissidents - Permanent immuno deficiency, to create reliance on big pharma
All of these are possible goals, which don't require mass death but only the pervasive fear of it.
