Many states put themselves right smack in the middle of the supply chain. Sell to the state so they can "tax" it and then they sell it back. Same with medical/recreational marijuana.

Yeah, I know. In New Jersey if you distill spirits, you can't sell them directly to the customer. You can't have a whiskey bar in the same way you can have a brew pub.
You have to sell your spirits to a middleman and buy them back before you can sell them at your own bar.

Another shit tactic is labelling. Nothing like having to pay the state a fee and then wait for approval for labels.
