This is funny because this is basically what modern politics is. If someone speaks up, you tell them how stupid they are and you exaggerate any flaw they have regardless of how related it is to the argument. The whole effect is intended to make you question your own competence so that you keep your mouth shut.

Making this phenomenon solely about gender relations is hilarious. It's basically "crying out in pain as it strikes you." The whole "mainsplaining" movement is intended to make men question their own competence and get them to shut up while making them think that this is what they are doing to others. The truth is everyone is constantly bringing each others' competence into question all the time in order to one up each other. Creating a legal handicap for one specific group of people is just ignorant and short sighted, and furthermore I would contest that their need for a handicap is proof they are incompetent and they need to shut up about it.
