Yeah there is a serial killer and the cops don't care since this killer is targeting homeless and other street people.

The cartel could be using the canal dump sites the actual serial killer is using. Before I left in 2003, the cartels were already starting their usual shit. Kidnappings, drivebys against rivals and unpaid drug debts, etc.
Cartel activity was minimal in Austin when I was drinking and owning a bar. That was in mid 2000’s. Most problems were from Katrina niggers.
When I was still talking with the family the Katrina Niggers were causing real problems in Houston.
