Fake News. Nowhere in the welcome page it says you must obey the downvote suggestion.

if i dont like someone i will downvote them, and there's nothing you can do to stifle that, and any attempt to stifle that is rigging the votes.

We have an anti-brigading system and if you keep downvoting the same accounts over and over, you'll get all your vote cancelled. But you already know that.
