In fact, what they signal doesn't actually exist. We see this all the time. The tyrants create hardships because that's what they do. The reason they give for the hardships is to placate the deplorables into acceptance.
Think of all of this not so much as a means to a goal, but as a never ending journey. The tyrants want us to go in the direction they want (like herding sheep). But there is no end. That is the illusion: people want to believe there's some altruistic goal. There is none.
Listen to the language the tyrants use: utopia, green, climate change, over population, clean energy, no emissions, sustainable, inclusive and so on. There never are any metrics, no tangible goals, nothing concrete to show completion because it's a direction on a never ending journey.
Going back to the cows, it's not about them at all. It's about distracting deplorables and keeping us under control.
