My source indicates that Dubuque is 86% White. I've never been to Dubuque but it seems like a decent place with some pretty scenery with the Mississippi flowing through the Driftless Area. I must warn you though, Iowa gets this thing called winter. It's a natural phenomenon that occurs during the end and beginning of a year where temperatures regularly drop below freezing and subzero temperatures are possible, and you may not see the sun as often during this period. There is also a form of precipitation with a suggestive appearance called snow, which freezes the entire ground, including roads that do not get the proper treatment. If you have not experienced winter, then you will be in a world of pain.
