Your pathological altruism is being exploited. You're incentivizing the problem. Short term homeless (think of someone couchsurfing for a few months until they get back on their feet) dont beg at streetcorners. Streetcorner beggars are either grifters or people who choose substance abuse and laziness over holding down a job.
I have no illusions about addiction and street people. I was an active addict for many years. I was what many would, with good reason, consider hopeless. It finally happened tho. Haven't used opiates in over 5 years. Change is possible. Just some small thing like someone telling you that you are capable of better can start someone thinking about that. Pointing to outliers indicates a failure to grasp statistical realities. It's no different than claiming "I know a tall Chinese guy". It has no bearing on the fact that Chinese people as a class are short, and street corner beggars are choosing to ruin their lives.
It's not a big deal , doesn't cost much to give a White man a bottle of water and in some small way try to encourage him to do better.
