It was earlier than that. I remember one elementary school I went to was built under the humming wires. We used to talk about it in the playground. Some parents were complaining about it then (early to mid 80s) and because it was a poor, rural area no one cared about what the 'hippies' had to say. Even as kids we knew it didn't seem right, but no one wanted to spend the money. The town got the land dirt cheap because of the lines running through it.
I remember it was mentioned on tv a few times decades ago but it disappeared. Little girls with rare cancers living near these humming gargantuan wires. We have been duped our whole lives.
