What if the program to make brainwashed and remotely triggered political assassins was a failure, and all they could do is make a person go indiscriminately homicidal when the signal was given? Would they get a Berkowitz?
Interesting line of thought. I can see how it might be possible. I grew up in NYC during that time. The 44 Caliber Killer was all over the news when I was a kid.
