The gates might not always specifically filter on intelligence. They might target different subsets of the population with different tools. They are running this shit through some crude Neural network and its spitting out instructions on how to best target the population. Who knows what their input parameters are.

They have a model that says the result will be X, and then they dump the shit in the wild to verify how accurate the prediction was
Exactly a closed loop system. They are trying to measure the effect and estimate an error off the intended result then use it to train for the next run. Could easily be that several "events" or whatever are needed to put the population into a specific mental state for the next one. This is specifically the shit that they talk about at Davos by the way. It's not secret or anything they write all kind of media and books about it.
That would make sense, and I don't really see any other explanation, unless we add a different spin but then it turns purely speculative. It could be for instance the preparation of some sort of combo, like you need a maximum number of people carrying the spike protein that will interact with the next batch of pathogens you'll release in the future just like the joker did in the first batman by tim burton. But then again it's entirely speculative, it's the gate open to all windows
