If their intent is to really kill off the unfit in a mass population reduction expect a series of gates that cull off and purge successively more intelligent tiers of the population. Every few years there will be an even more cleverly crafted gate meant to fool you into allowing them to easily eliminate you. The next one is probably a massive war on foreign soil.
Take blacks, they aren't the shapest knives in the drawer, and yet, I believe, correct me if I'm wrong, that they are among the least compliant demographics when it comes to the vax mandate, let alone the rest... As a matter of fact they are among the most ungovernable and among the most keen on not trusting .gov at all, despite all their flaws
So if the intent as you suggest was to cull the dumbest first, it kind of failed

It doesn't matter. Blacks are completely dependent on government handouts. They are basically slaves to the government. The Democrats don't care if blacks curse at them, or burn a few cars in the streets, as long as blacks keep voting for them. And blacks will keep doing it, because they know where their government gravy comes from.
The gates might not always specifically filter on intelligence. They might target different subsets of the population with different tools. They are running this shit through some crude Neural network and its spitting out instructions on how to best target the population. Who knows what their input parameters are.
