As a matter of fact they are among the most ungovernable and among the most keen on not trusting .gov at all, despite all their flaws

So if the intent as you suggest was to cull the dumbest first, it kind of failed

It doesn't matter. Blacks are completely dependent on government handouts. They are basically slaves to the government. The Democrats don't care if blacks curse at them, or burn a few cars in the streets, as long as blacks keep voting for them. And blacks will keep doing it, because they know where their government gravy comes from.

The gates might not always specifically filter on intelligence. They might target different subsets of the population with different tools. They are running this shit through some crude Neural network and its spitting out instructions on how to best target the population. Who knows what their input parameters are.

Maybe it's a test run

They have a model that says the result will be X, and then they dump the shit in the wild to verify how accurate the prediction was

Exactly a closed loop system. They are trying to measure the effect and estimate an error off the intended result then use it to train for the next run. Could easily be that several "events" or whatever are needed to put the population into a specific mental state for the next one. This is specifically the shit that they talk about at Davos by the way. It's not secret or anything they write all kind of media and books about it.
