Therefore they never cared at all if the regulations are met or are even possible to meet. They created monopolies in the space by over regulating it and picking winners and can simultaneously shut that production node off for any reason with the same regulation. They then use the regulation to prevent anyone from stepping in and filling the demand domestically even at the individual level, "No home made baby food even though your baby is starving to death". This is how they are going to systematically destroy the nation and cause mass famine and death by wielding these weapons on all remaining industry and individuals.
