It's not that. I use ODoH on my phone and I use the same list of servers and relays on 4g as I do WiFi. And I can connect just fine on 4g. Tested on my laptop with 8.8.8.8 same results.

I figured if it was a dns problem i would just try googles servers.

Why would i go through the hassle of setting up ODoH just to use googles dns? C'mon man...

Can you trace route poal?

Yes but im not sure what i would be looking for. If i turn off my dns that i have set up i still can't connect, but i can get a trace route. If i turn the dns back on i still cant connect, and i get no response from my trace route.

I have to use tor or a vpn while i'm on my home network regardless of dns settings. I can connect on 4g without tor or vpn regarless of dns settings. I don't see what else it could be besides an ISP block.

You get a host. If you are paranoid you'll ask whether that address is leading you to poal at all. You have a route. See paranoia above. You observe that ICMP communicates to poal and TCP does not (at least through your browser).

Check the certificate you'd get from poal.co (yeah, your browser doesn't work, I know... curl or openssl maybe?).

Is your browser using DNS over HTTPS? Maybe try switching that on or off.
