Wow, you're lucky. Here in Alaska, it doesn't get completely dark in the summer, so people will party hard all night and blast their music in certain places... even during a work day. Calling in to file a noise complaint is heavily looked down here because people are locked in during a long winter and try to get as much outside time as they can... Even if you call in, it's usually ignored.

They used to be a rare sight when I was in high school but the amount of minorities has increased quite a bit here too over the years.
