They are already outlawing gas engines and many car makers have said they will no longer make them after 2030. No small gas engines allowed in Cali after 2023. You will not be able to register or drive gas engines on the road and will not be able to get the electricity to charge your electric car.
I predict that the "no small gas engines" in California after 2023 law will be revoked. California can't get along without small gasoline engines for its lawnmowers, leaf blowers and other gardening tools. The Mexicans who do the lawns will have gas mowers, one way or another.
I predict steam engines will make a comeback. Gasoline engines will bwtwig.
