That's why they backed the sepratist regions, why they took crimea, etc. They aren't going to allow increasingly advanced weapons systems to creep closer to their borders after the United States withdrew from the intermediate range ballistic missile treaty so that a missile could fly from Ukr to Moscow in such a manner as to negate MAD.
