The bigger issue is that you (presumably) don't know the size of the person that you might have to tranquilize. The too much can kill a person and not enough is well.. not effective. The right dosage also doesn't work immediately.
Their is a reason anesthesiologist make so much money.
That said.. if you are going for a lethal dose, that might be a safer and less messy way of dropping a person.
No need to worry about over penetration, just make sure you don't shoot the wrong person.
If you have a valid fear for your life and live in a non-cucked state, lethal force is allowed. So even if he dies, big deal.
