Now for the real answer: the term "racism" has been hijacked from its original meaning, which referred to the genetic racial determinism of the 19th century and has been altered to mean "any mild criticism of someone who happens to be of a skin color besides white". So, by the real definition of the word, anyone can be "racist". By the modern definition, only "whites" can be racist.
