I saw a slight work around for this---someone comments only the 1 word "dislike", then people "like" that comment. Stupid, but it may work.

It’d work to some extent, but it’s a lot more effort to go to the comments, find the one that says dislike, and then like it than it is to just click the thumbs down and move on with your day. The number of people visiting the comments on any given video are already minuscule compared to the number of views, so it’ll never give a true scale of likes to dislikes
