Of someone who would look and act just like them if they ever arrived. That way if they ever did, and when, they'd immediately be a savior to those people when they arrived and immediately be in favor.
This reminds of how ie, indians favor immediately anyone with lighter skin. Or whites / christians tend to see jews in immediate victim status, or as "the chosen ones".
Also to me this almost sounds like revelations in some ways. An instilled set of events they (people already here) can create when they want to hit a reset button on the religion. Possibly when the religion is already dieing on it's own? The reason they would NEED to do the reset is either way, but the legend was instilled 1000s of years before hand.
