Actually it makes a lot of sense.
A very easy way, if all else fails to tear down riots after they get out of control, is to simply show the source of the riots is actually still alive. This is trivial.
More broadly, the u.s. government doesn't do a lot of actual killings in these false flags anymore, because that raises far too many questions. Instead they use crisis actors, ordinarily employed on contract to prepare u.s. agencies for various disaster, and attack scenarios--an everyday and otherwise normal training protocol.
Doesn't take much to distort in the media for political riots (floyd), or political agendas (gun ownership overegulation).
The US govt vaporized 10 innocent people on the way out of Afghanistan and merely shrugged its shoulders. The US govt burned women and children alive at Waco and took victory photos standing by the charred remains. The US govt routinely kills, maims and otherwise destroys the lives of its own citizens and people all over the world and gives itself a high five.
I don’t believe for a second that it somehow got squeamish over killing off a useless negro felon in order to kick off a summer of riots.

That isn’t to say I don’t believe they aren’t up to nefarious things on home territory. I absolutely believe they are, but I dont like jumping on protracted conspiracy theories when reality is likely much more simple.

90s was a lot less connected than today, for starters. And I mean a lot.
They would not get away with another Waco-style gunsblazing mass murder today. For proof of that statement, look no further than bundy ranch.
Events outside the u.s. are also not the same as those within the u.s. They're worlds apart psychologically, and physically. And it shows. If it had been the u.s. government bombing a u.s. city that killed ten people, you would see riots right now. Because "not in my back yard".
I stand by my statement that it was just the crisis-planning department of the DoD working in conjunction with the DNC's media arm and state-level activism groups. Thats it.
They're not going to kill someone and create an unnecessary legal risk, if their day job is creating training simulations.
Also thats not how siloing works anymore. You want to get people to do something illegal, or contribute to a broader illegal campaign of say, riots, you don't start with some giant conspiracy.
You figure out who you bring to the table, whos job matches all the events you need to take place, least of all for the camera, and then you edit it together to look like something its not. This is propaganda 101.
