It is purely an ornamental flourish. There are no laws regarding its use, but traditionally it is used in parades, ceremonies, and for display in offices and courtrooms. It is not used on stationary flagpoles, such as those in front of buildings.
There is a bizarre interpretation by the so-called “Sovereign Citizen” movement that claims that courtroom flags with gold fringe indicate that the court only has jurisdiction over admiralty (maritime) law. However, no one in government agrees with this. As a 1925 Attorney General's Opinion (34 Op. Atty. Gen 483) stated:
The fringe does not appear to be regarded as an integral part of the flag, and its presence cannot be said to constitute an unauthorized additional to the design prescribed by statute. An external fringe is to be distinguished from letters, words, or emblematic designs printed or superimposed upon the body of the flag itself. Under the law, such additions might be open to objection as unauthorized; but the same is not necessarily true of the fringe.
Several misguided people have tried to have their court cases thrown out, claiming the court didn’t have jurisdiction, as evidenced by the gold fringe. Like most pseudo-legal stuff from the Sovereign Citizen movement, this has succeeded exactly zero times.
Why would a court allow anyone to claim a near universal lack of jurisdiction. If you did that once you'd relinquish all authority so even if sovereign citizens were right they would never be recognized as such.
