Didn't the orcs in Lord of the Rings start out as elves who were bred to have birth defects and mutilated?

Morgoth tortured and twisted elves into the first orcs. In The Lord of The Rings Saruman bred the Uruk-hai (stronger better orcs made to fight men) in pits IIRC.
