It's because most people are subverted rather than subvertors. Heavily influenced rather than outright controlled.
(White) People typically try to do the right thing as long as it doesn't conflict with a major selfish interest. Subversion is just the act of throwing off that compass, and it's never 100% effective so occasionally people actually succeed at doing the right thing.
I beg to differ on the 'outright controlled,' for everyone on this planet is controlled by something.
