Well obviously, just wondering what it is and how it is worded.

It's millions for a bunch of PACs that, at best case, will benefit a very tiny portion of the metro area's population - a benefit which could be gained simply by changing how that portion of the population is served by utilities.

It's also millions for minority-owned businesses because no White-owned business has any problems ever.
