Maybe scape goat isn't the right word. Kinda seems he was set up like a fall guy tho. Not necessarily trying to kill a specific person as much as they may have been trying to get Alec in trouble in general. Probs refused a ritual, or it's some kind of humiliation ritual he has to go through
